The map pack is decided by things that are not on your website.
For a Dubai business that serves people in Dubai, the three map results above the organic listings take most of the clicks. They are earned through the Google Business Profile, a consistent address across the web, reviews, and location pages that agree with all of it. I run those as one job.

What is different about local search in Dubai
Addresses in Dubai are hard for machines. Free-zone addresses, tower-and-floor formats, PO boxes and Makani numbers mean the same business is often written five different ways across Google, directories and its own footer. Google reads that inconsistency as five weak businesses rather than one strong one.
Reviews carry unusual weight because the market is transient. A buyer who moved to Dubai last year has no word-of-mouth network, so the review count and the recency of the last review do the job a referral would do elsewhere. That makes a review process part of the search plan, not an afterthought.
"Near me" is real here. Searches for "web design company near me", "marketing agency near me" and their Arabic equivalents show up in the data for all five Gulf countries, and they are only winnable with a verified profile at a real address.

How I run local search in Dubai
One address, everywhere
The business name, address and phone written identically on the site, the Google Business Profile, the trade directories and the schema.
A profile that is worked
Categories, services, photography, posts and Q&A on the Google Business Profile treated as a page to be edited, not a listing to be claimed once.
A review process
A repeatable way of asking that fits how the business actually delivers, and responses written as the principal.
Location pages that earn it
Dubai, Abu Dhabi and Sharjah pages with genuinely different content, linked from the profile, so the site corroborates the entity.
Growth partnership
Ongoing, quarterly
Keep the platform compounding: content, experiments, releases, and a plan that evidence rewrites.
Local search is maintenance as much as setup. The profile, the reviews and the directories drift unless someone owns them quarter by quarter.
Questions
- Can a free-zone company appear in the Dubai map pack?
- Yes, provided the address is a real, staffed location that can be verified. Virtual offices and flexi-desks are frequently rejected or suspended, so the choice of licence affects local search.
- Do reviews really move rankings?
- Count, recency, rating and the words used in reviews all feed the local algorithm, and they move conversion even more than ranking. I treat the review process as part of the engagement.
- Should each emirate have its own page?
- Only if the business genuinely serves it and the page can say something specific. Thin duplicate city pages are ignored or penalised. Three real pages beat ten templated ones.
- Is this included in your SEO work?
- Yes. Local search is one strand of the search plan, alongside technical, content and AI-search visibility.
