The volume is Arabic. In the research behind this page, the Arabic terms for SEO and web design companies outrank their English equivalents in Saudi search by a wide margin, and English "SEO company Saudi Arabia" is growing fast from a smaller base. Both matter; Arabic matters first.
Riyadh and Jeddah are separate markets. Search intent, competition and the businesses that rank differ between the two cities, and "شركة تصميم مواقع في الرياض" has its own result page. A national site needs city pages that say something real.
Commerce has its own platforms. Saudi online retail runs heavily on local platforms and payment rails, and search for "تصميم متجر إلكتروني" and platform comparisons is strong. Content that helps a merchant choose gets cited by the AI systems Saudi buyers now use.
